Keitel & Cie, Port au Prince" to cover front endorsed "par Steamer Allemand" to Puerto Plata, Venezuela. There two-line "Affranchissement Obligatoire" and boxed "RETOUR" applied, a very fine and interesting coverfront, certificate Nielsen (1997) (Facit HP2) The Dominican Republic did not recognize the HAPAG stamp as having any franking power and returned the cover for "real" postage.
