1917-18 - ISKOLAT PERIOD 1917-18: 1918, Imperial Coat of arms 3k. red as block 15 tied by cds. "ZELZAVA 17 1 18" to reverse of registered cover to Stomerszee, Lifl, correctly franked at 45 kopeks and with appropriate receiver cancel. Notable for the only recorded example of an internal bi - lingual Russian - Latvian Registration label, probably produced locally sometime in 1917 . It appears to be unrecorded in the literature, and must be regarded as of great rarity and possibly unique
The ISKOLAT was the Bolshevik Committee of Workers , Soldiers and Landless Peasants of Latvia and controlled parts of former Imperial Lifland from end July 1917 until February 1918
1919 December, 1r. imperforated, two vertical pairs tied by post - Imperial but cyrillic cds. "KORSOVKA LATVIA " a " 11 12 19" [ von Hofmann 121 . 1 ] to reverse of slightly stained cover from a soldier who gives his address on the front of the envelope as 1 " Cavalry regiment , 4 " Division , and addresses his letter to a private residence in Rezhitsa ( Latvian , Rezekne ). Franked at 4 roubles, the correct RSFSR Registered letter rate (Tariff of 5 November 1919). Arrival post-Imperial but cyrillic cds. " REZHITSA LATVIA " b "[von Hofmann 216.7]. Returned to sender with improvised Spravka attached indicating that the recipient could not be found at the address given. A very rare and interesting item, signed Mikulski with his opinion (1995)
