UPU: "Treaty concerning the formation of a General Postal Union. Signed at Berne, October 9, 1874." Published in London 1875, in very fine condition. The original document as English translation from the French document, as presented "to both Houses of Parliament by Commando of Her Majesty". The first paragaraph reads: "Treaty concerning the formation of a General Postal Union, concluded between Germany, Austro-Hungary, Belgium, Denmark, Egypt, Spain, The United States of America, France, Great Britain, Greece, Italy, Norway, the Netherlands, Portugal, Romania, Russia, Serbia, Sweden, Switzerland and Turkey." The "certificate of birth" of the UPU, containing all the revolutionary regulations which made the Postal Union so forward-looking as fixed rates, prepayment of sendings and exchange of sendings in foreign destination mail. Article 19 is stating: "The present Treaty shall come into force on the 1st July 1875." A document of inestimable value for postal history and a gem for every postal history specialist.
