1898, war tax stamp 2 c.  on 2 m. orange, surcharged 'Impuesto de Guerra' tied by "Admon. Central / Puerto Rico / 6 Oct. 98" double ring ds. to commercial envelope with imprint, addressed to Chicago, some border crease, but still fine. A very rare use of the War Tax surcharge stamp on commercial mail to US.
