1917-18 - ISKOLAT PERIOD 1917-18: 1918, Imperial Coat of arms 3k. red as block 15 tied by cds. "ZELZAVA 17 1 18" to reverse of registered cover to Stomerszee, Lifl, correctly franked at 45 kopeks and with appropriate receiver cancel. Notable for the only recorded example of an internal bi - lingual Russian - Latvian Registration label, probably produced locally sometime in 1917 . It appears to be unrecorded in the literature, and must be regarded as of great rarity and possibly unique The ISKOLAT was the Bolshevik Committee of Workers , Soldiers and Landless Peasants of Latvia and controlled parts of former Imperial Lifland from end July 1917 until February 1918
