According to the Karl Louis card register of Great Britain this is the largest franking of this stamp.

Goodhue, the recipient of this cover, was a ship chandler and businessman from Salem, Massachusetts, who likely had a connection to Benjamin Goodhue, a commercial merchant and politician from the same area. Benjamin served in the state senate and later as a representative in the first U.S. congress, and played a significant role in shaping the country's revenue laws. His son, Jonathan, was also a successful commercial merchant.
